Pool Construction and Renovation on Treasure Island, FL
Treasure Island is a barrier island city in Pinellas County, with the Gulf of Mexico on one side and Boca Ciega Bay on the other. Sunset Beach, a residential beach community, sits at the island’s southern tip. On the bay side, the neighborhoods of Isle of Capri, Isle of Palms, and Paradise Island were created with fill from Boca Ciega Bay. Every home on the island is close to salt water, and that shapes a pool project from the first drawing.
From The Ground Up Pools builds new pools, renovates existing ones, and adds spas for Treasure Island homeowners. On the island, flood zone, wind, and salt air all affect how the pool, deck, equipment, and any cage are planned. Hurricane Helene’s storm surge flooded homes and businesses across Treasure Island in September 2024, and Hurricane Milton followed about two weeks later. If your house is being repaired, raised, or rebuilt after storm damage, it makes sense to plan the pool alongside the house plans so the two fit together.
Pool Installation on Treasure Island
New pools are built in concrete and shotcrete and shaped to fit the lot. The build runs from excavation through the structure, plumbing, and the interior finish, handled by an experienced crew. On a barrier island the ground is beach sand or dredged fill, and no lot is far from the water, so the structure and the drainage plan get as much attention as the shape of the pool. Materials are chosen for strength and to stand up to sun, rain, humidity, and salt air.

Equipment placement is worth deciding early. Pumps, filters, and heaters live outdoors, where they are exposed to salt air and, on low lots, to flood water. The site is checked for elevation, soil, and drainage before work starts. Shape, depth, tile, and finish are chosen with the homeowner, and filtration and circulation are sized to the pool so it stays easy to maintain.
Permits and Flood Zones on Treasure Island
Pool permits on Treasure Island go through the city’s Community Improvement Department. The city’s swimming pool and spa checklist asks for a building permit application signed by the contractor, two sets of signed and sealed construction drawings, a current sealed survey showing everything already on the lot, pervious and impervious surface calculations for the lot before and after the pool and deck, an erosion control plan, a Duke Energy letter of no conflict, and a swimming pool safety form. Check the current list with the city before applying, since forms change.
Flood zone changes the paperwork. The city describes V zones as areas with at least a 1% annual chance of flooding and wave heights of 3 feet or more, and AE zones as areas with the same flood chance and waves under 1.5 feet. A pool in a V zone also needs a Pool Plug Form. The city’s safety form requires at least one of the barrier options in Chapter 4501 of the Florida Residential Code, such as a pool barrier, an approved safety cover, a certified pool alarm, or exit alarms or self-closing, self-latching devices on the doors that open to the pool.
Pool Renovations and Deck Work on Treasure Island
Most renovations start with the surface. After an inspection, the old finish is removed and a new one applied. From The Ground Up Pools resurfaces pools with PebbleTec and StoneScapes, both known for durability, texture, and color range, and both suited to coastal conditions. A pool that sat under storm surge may also need its finish, deck, and equipment checked before it goes back into regular use.

Decks can be rebuilt at the same time, in concrete pavers, Shellock, travertine, marble, or shellstone. On the island, a pool deck deals with full sun, salt spray, sand carried up from the beach, and standing water after heavy rain. Heat underfoot, drainage, and grip when wet matter as much as looks. Every renovation is done with close attention to detail so the result lasts.
A pool that was flooded by storm surge brings its own list: salt water and debris in the pool, sand in the filter, and pumps and electrical parts that sat under water. Get the equipment and wiring checked before running the system again. Once that is sorted out, resurfacing and a deck rebuild can be handled in the same project so the backyard is only torn up once.
Design, Pool Cages and Composite Roofs
Design starts with full planning and layout, then 2D drawings and 3D renderings so you can see the pool in place before anything is built. Shape, depth, finish, and step placement are settled in the plans. Working with From The Ground Up Landscape Design, the plan can also include landscaping, fire pits, outdoor kitchens, and seating, drawn together with the pool so the outdoor space reads as one design.

Aluminum pool cages and composite roofs are designed as part of the same plan. A cage keeps out insects, leaves, and debris and cuts direct sun while letting the Gulf breeze through. A composite roof adds shade and covered space near the house. Treasure Island is fully exposed to Gulf storms, so cages and roofs are built from materials meant to handle Florida’s climate and planned with the island’s wind exposure in mind.
Plunge Pools for Tight Island Lots
Where a lot is narrow or already shared with a dock, a deck, and parking, a plunge pool can be the better fit. From The Ground Up Pools designs and builds plunge pools in concrete or shotcrete, customized to the space. They are good for cooling off after the beach and take less upkeep than a full-size pool.

Each plunge pool gets full structural construction and integrated plumbing, with built-in seating or steps if you want them. A smaller pool also means less water to treat and less surface to clean after a windy day. Even at a small size, the finish and build quality match a full-size pool.
Spas and Hot Tubs on Treasure Island
A spa can be built into the pool or installed as a standalone unit, with therapy jets, custom seating, and surface finishes that match the pool. Space, deck elevation, and how the spa ties into the pool equipment are all worked out in the design.

Winters on the island are mild, and a spa gets use on cooler evenings through the season. Existing spas can be remodeled with upgraded finishes or better seating. Each spa is set up to run efficiently with the rest of the pool system.
